Order of the Ministry of Health of Ukraine No. 650 dated April 16, 2025, “On Approval of the Procedure for the Certification of Healthcare Workers and Amendments to Certain Orders of the Ministry of Health of Ukraine” in accordance with Resolution of the Cabinet of Ministers of Ukraine No. 725 dated July 14, 2021, “On Approval of the Regulations on the System of Continuing Professional Development for Healthcare Workers”

ORDER OF THE MINISTRY OF HEALTH OF UKRAINE No. 650 DATED APRIL 16, 2025 “ON APPROVAL OF THE PROCEDURE FOR CONDUCTING THE CERTIFICATION OF HEALTHCARE WORKERS AND AMENDMENTS TO CERTAIN ORDERS OF THE MINISTRY OF HEALTH OF UKRAINE” APPROVED:

1. Amendments to certain orders of the Ministry of Health of Ukraine regarding the continuous professional development of physicians.
2. Procedure for awarding continuing professional development credits and conducting their annual review.
3. Criteria for awarding continuing professional development credits.
4. Procedure for the certification of physicians
5. New nomenclature of medical specialties.

The adoption of Order No. 650 of the Ministry of Health of Ukraine dated April 16, 2025, is aimed at unifying and improving the procedure for the certification of healthcare workers.

The new Procedure:

• eliminates fragmentation of regulatory framework;
• introduces unified approaches to certification regardless of staff category;
• increases transparency and predictability of decisions made by certification commissions;
• strengthens the role of continuous professional development;
• the administrative burden on healthcare facilities was reduced.

These changes create the regulatory conditions for improving the quality of the healthcare system’s and ensuring a uniform certification practice throughout Ukraine.
