The National Assembly of People with Disabilities (NAPD) of Ukraine  and the Public Union "Modern View" have signed a Memorandum of Cooperation with the SI "V. P. Filatov Institute of Eye Diseases and Tissue Therapy of the NAMS of Ukraine" on the establishment of the integrated Filatov Vision Hub—the first early rehabilitation centre in Ukraine for people with severe eye injuries.  The initiative was supported by the NAMS of Ukraine, which issued an official letter of endorsement. The project is being implemented within the framework of the Rehabilitation in Ukraine (Rehab4U) project.

The Filatov Vision Hub is being established as part of a comprehensive system that will combine medical care, multidisciplinary support, psychological support, training in the use of assistive technologies, and the development of independent living skills. The conceptual model for the hub was agreed upon with the involvement of the management of the Filatov Institute — Oleksandra Zborovska, Deputy Director for Research and Education, and Tetiana Stepanova, Head of the Department of Scientific Innovation. The joint working group that developed the project also included representatives of relevant public authorities, civil society organisations, legal experts, and specialists in the field of psychology.

The significance of the Hub extends far beyond the boundaries of Odesa. The V. P. Filatov Institute provides highly specialised treatment and rehabilitation to patients from all regions of Ukraine, including military personnel, veterans, and people injured as a result of the hostilities.

The need to establish an early rehabilitation system has been driven by the rapid increase in the number of eye injuries caused by the full-scale war. At the same time, physical treatment is only the first stage of recovery, and the most critical challenges for patients arise after discharge, when they are left without adequate psychological and social support. Establishing the Hub at the V. P. Filatov Institute will make it possible to begin rehabilitation support while patients are still in hospital.
