On 13 August 2026, the SI "The Filatov Institute of Eye Diseases and Tissue Therapy of NAMS of Ukraine" and the Odesa Regional Organisation of the All-Ukrainian Trade Union of Military Personnel, Law Enforcement Officers and Combatants signed a Memorandum of Cooperation and Partnership, which will form the basis for further collaboration in the medical, humanitarian, scientific and social spheres.

The document from the Filatov Institute was signed by the acting director, Levon Rubenovich Nikoghosyan, and that from the Odesa Regional Organisation of the All-Ukrainian Union of Trade Unions — by its chairman, Vadym Vitaliyovych Shipulin.

Particular attention will be devoted to supporting military personnel, war veterans, internally displaced persons, children, people with disabilities, and other vulnerable groups.

The partnership will involve not only supporting patients but also jointly developing the capabilities of the Filatov Institute itself. This includes securing charitable and humanitarian aid, grant funding, modern medical equipment and supplies, and upgrading the Institute’s diagnostic, treatment and research-laboratory facilities.

Another important area of cooperation will be the development of the professional community. The parties plan to jointly organise scientific and practical as well as educational events, including conferences, seminars, training sessions and continuing professional development activities for healthcare professionals. They will also exchange professional expertise and scientific and technical information.

Accessibility and inclusion will be another important component of the partnership. The parties aim to promote the creation of an accessible and comfortable healthcare environment, where the needs of every individual are recognised, respected and addressed.

Equally important is the educational aspect — the preparation and dissemination of information, educational and teaching materials aimed at preventing eye diseases and promoting eye health.

Partnership for health, accessibility and recovery is another step toward strengthening the capabilities of modern Ukrainian ophthalmology and supporting those who need assistance.
