Annual Educational Portfolio Submission
Healthcare professionals who are employed must submit their personal educational portfolio and documents confirming the number of CPD credits earned to the human resources department of their healthcare facility for verification by March 1 of each year!
A personal educational portfolio is a systematic tool for tracking continuing professional development, which allows not only for recording participation in CPD activities but also for planning professional growth and ensuring compliance with current legislation. For healthcare workers, this ensures transparency, structure, and proper documentation of their professional qualifications.
1.Portfolios by Specialty
1.1. In accordance with the requirements of the Ministry of Health, an educational portfolio is created separately for each specialty.
1.2. Healthcare professionals with two or more specialties must maintain separate portfolios and undergo certification for each of them.
1.3. Educational activities that meet the requirements of multiple specialties may be credited to each relevant portfolio.
2. Key changes to the certification procedure
Unified certification rules have been established for physicians, nurses, pharmacists, rehabilitation specialists, researchers, and other healthcare professionals.
Maintaining a personal educational portfolio has become mandatory for all individuals subject to certification.
Updated CPD credit calculation criteria have been introduced (Ministry of Health Order No. 650, Annex 6), effective from 1 July 2025;
Minimum annual CPD credit requirements are defined as follows:
- 50 credits — for physicians and all those classified under the “Professionals” category;
- 30 credits for nurses, assistants, junior specialists, and those classified as “Specialists.”
Certification is conducted once every five years at the place of employment without the need for central or regional commissions.
Healthcare institutions are authorized to conduct certification twice a year, typically in April and October.
Certificates that expired during the period of martial law are considered automatically extended for the entire duration of martial law and for six months after its termination.
3. Annual submission of portfolios
Employed healthcare professionals are required to submit their personal educational portfolio and confirmation of CPD credits to the HR department for verification by March 1 each year.
4. Content of the personal educational portfolio
The updated portfolio form includes the following main sections:
4.1. Professional development plan — definition of professional goals and planned types of educational activities.
4.2. Reporting section — information on CPD activities actually completed and the number of points earned.
4.3. Supporting documents, in particular:
certificates registered in the electronic CPD system;
documents issued by international or governmental institutions;
certificates from providers whose activities meet the requirements of the Ministry of Health.
5. Important Notes
5.1. Errors in the portfolio (incorrect data, duplicate documents, incorrect credit calculation) may serve as grounds for refusal of certification.
5.2. Continuous professional development should be planned in advance, taking into account various formats and types of educational activities.
5.3. For healthcare professionals whose certificates expired during martial law, the validity of such documents has been automatically extended.
