The next stage in the competitive selection of projects for fundamental and applied scientific research, scientific and technological developments, and projects by young scientists will be scientific and scientific-technical expert evaluation. To carry out this evaluation, the Ministry of Education and Science of Ukraine is updating the list of Ukrainian experts in accordance with Order No. 1347 of the MES of Ukraine dated August 7, 2026.

Researchers and academics who are citizens of Ukraine and possess the relevant professional expertise are invited to take part in the competitive selection process. Particular attention is being paid to building up expert capacity in the ‘Security’ research field. Specialists holding a valid Form 2 security clearance for state secrets will be involved in the assessment of projects and materials with restricted access.

Selection Timeline

The renewal of the panel of experts will take place in two stages:

The Up to and including 13 September 2026 — the Ministry of Education and Science of Ukraine, jointly with the State Scientific and Technical Library of Ukraine, is assessing the work of current experts and accepting applications from new candidates.

By 12 October, 2026 — based on the results of the competitive selection process and the evaluation of the current panel of experts, an updated list of experts in the relevant scientific fields will be drawn up.

How to Become an Expert of the Ministry of Education and Science of Ukraine

To participate in the selection, applicants must:

Log in to the NAUKA system.

Go to the candidate application form for experts of the Ministry of Education and Science of Ukraine.

Create and complete the application form.

Proceed to sign the document.

Sign the application form with an electronic signature and submit it to the Ministry of Education and Science.

If a 404 error occurs when accessing the application form, applicants should use the special access link provided for this purpose and then try accessing the application form again. Detailed instructions and all necessary materials are available on the NAUKA portal.

In accordance with current legislation, since 2025, each completed expert evaluation conducted within the Ministry of Education and Science system is compensated. Once the applications forms have been processed and the updated list of experts has been approved, experts will be granted access to the relevant section of the system.

The deadline for submitting the application form is 13 September, 2026, inclusive.

Scientists and specialists of the V. P.
