The Ministry of Education and Science of Ukraine has launched a public consultation on the draft  of the new Law of Ukraine "On Technology Transfer." The document aims to modernise the national system for the commercialisation of scientific research outcomes, simplify the transfer of technology to the real sector of the economy, and create contemporary conditions for the development of innovation.

The draft law provides a comprehensive reform of the technology transfer system, including:

• simplifying technology transfer procedures and reducing administrative approvals;
• introducing modern legal mechanisms for technology transfer agreements and the assignment of intellectual property rights;
• the development of offices and technology transfer centres;
• creating favourable conditions for the establishment of spin-off companies, joint research and production enterprises, and science-business laboratories;
• developing digital infrastructure to facilitate collaboration between research institutions, educational establishments and businesses.

Particular attention has been paid to expanding the range of state support instruments for innovation. These include grant funding schemes, innovation vouchers, support for patenting technologies in Ukraine and abroad, special regulatory regimes for testing innovations, and incentives to promote the development of high-tech industries.

In addition, the draft law aims to align Ukraine's legal framework with European Union policies and legislation in the fields of research, innovation, and the commercialisation of scientific results. It is expected that the adoption of the new law will help to promote the wider implementation of scientific research in manufacturing, strengthen cooperation between the scientific community and the business sector, and enhance the competitiveness of Ukrainian innovations.

The Ministry of Education and Science invites researchers, higher education institutions, research organisations, businesses, and all interested parties to participate in the public consultation.
