The Ministry of Education and Science of Ukraine has published an updated List of Category “B” Scientific Professional Publications of Ukraine, compiled in accordance with new requirements regarding the quality of scientific publications, transparency of editorial activities, and adherence to the principles of academic integrity.

The updated List will be in force from 1 June 2026 to 1 June 2029 and includes 1,298 scientific publications that have successfully passed the evaluation procedure in accordance with the updated criteria.

According to the Ministry of Education and Science of Ukraine, the new approach to compiling the List is aimed at improving the quality of scientific communication, strengthening confidence in research results, and creating transparent conditions for the activities of scientific journals, authors, postgraduate students, and early-career researchers.

During the evaluation process, key performance indicators of scientific journals were taken into account, including:

• the availability of DOI identifiers for each article;
• compliance of the editorial board with the scientific profile of the publication;
• transparency of the peer-review process;
• adherence to the principles of academic integrity and publication ethics;
• transparency of financial policies;
• operation of websites using the secure HTTPS protocol;
• availability of complete article metadata, including ORCID, ISSN, and open-access licenses;
• policies governing the use of artificial intelligence technologies in the editorial process.

The experts paid particular attention not only to the stated provisions, but also to their actual implementation on the publications’ websites and in editorial practice.

The evaluation results indicate positive trends in the development of Ukrainian scientific periodicals. All publications included in the List provide open access to scientific content. More than half of the journals operate under the diamond open access model, which provides free access to publications for both readers and authors.

An important indicator of the international integration of Ukrainian science is that more than 22% of the publications included in the List are indexed in the Directory of Open Access Journals (DOAJ), which contributes to increasing their international visibility and further advancement toward inclusion in the Scopus and Web of Science databases.

The Ministry emphasises that inclusion in the List is not a one-time confirmation of status. From 2026 onwards, annual monitoring of publications’ activities will be introduced to assess their compliance with the requirements of publication ethics, editorial policy transparency and the quality of scientific content.

The update of the List of Scientific Professional Publications represents an important stage in the development of the national system of scientific communication and will contribute to improving the quality of Ukrainian scientific publications in accordance with international standards.

For researchers, postgraduate students, and researchers, this creates clearer and more transparent conditions for disseminating research results, while for editorial offices it provides clear guidelines for the further development and improvement of editorial processes.
